The Human Capital Manager is responsible for leading Human Capital activities in multiple locations as assigned, contributing to business partnerships and full employment life cycle including the development and implementation of staffing, onboarding, individual and management development, performance management and organizational effectiveness, employee relations, compensation, reward and recognition, succession planning and regulatory compliance processes to attract, retain, develop and engage a talented and diverse workforce for organizational excellence.  Scalable to cover Human Capital in multiple locations as required.


  • Conduct organizational analysis and build business partnerships while executing and managing activities and contributing to the development and execution of HC and MAXIMUS talent management objectives in multiple locations. Collaborate with HC team on business initiatives and objectives including human Capital and strategic planning.
  • Manage implementation and administration of HC processes including recruitment, selection, onboarding, orientation, performance management, employee relations, individual and leadership development, reward, recognition, compensation and benefits, health and safety, diversity, retention, succession planning and regulatory compliance.
  • Ability to manage Human Capital functions in multiple locations remotely and travel as required.
  • Lead positive employee relations including high levels of employee engagement, development and recognition.
  • Establish and measure HC metrics, analyze and make recommendations for process improvement. Lead change management initiatives. Proactively identify opportunities.
  • Review and make recommendations on salary, bonuses, and awards.
  • Collaborate, coach and counsel business partners and recommend interventions to meet and exceed organizational values and operating objectives from a Human Capital viewpoint. 
  • Devise and implement retention strategy to meet the needs of the business. Partner with organizational leaders to identify and establish career path opportunities.
  • Direct project recruitment and hiring efforts to maintain compliance with company policies and contract requirements, and provide information and assistance to job applicants.
  • Manage applicable Affirmative Action plans.
  • Track employee satisfaction, initiate processes to improve employee satisfaction, and makes certain employee grievances are addressed in a timely manner.
  • Maintain personnel data including employment and other pertinent information and maintains the privacy and security of employee information, files, and performance reviews.
  • Serves as the corporate interface for the coordination of all Human Capital and Payroll activities.
  • Provides overall management of all Project Human Capital functions ensuring effective and efficient Human Capital operations at the Project level. Ensures the efficiency of routine Human Capital tasks such as benefits administration, recruitment activities and related tasks, maintenance and security of personnel files, exit interviews, and all Human Capital activities.
  • Supervises Human Capital staff and provide staff and management counseling.
  • Facilitates employee performance and salary review processes.
  • Develops, delivers, and/or coordinates training seminars, under the guidance of Corporate Human Capital and Project Management.
  • Investigates employee relations issues.
  • Submits reports and performs other duties as assigned by Project Management.
  • Performs other duties as may be assigned by management.

The Ideal Candidate will Possess the Following Additional Education and Experience

• Bachelor’s Degree from an accredit college or university or equivalent years of experience.
• Human Resource certification preferred.
• Minimum of seven years of experience as human Capital professional, generalist experience required.
• 5 years of supervisor/leadership experience required.
• Excellent organizational, interpersonal, verbal and written communication skills.
• Excellent training development and delivery skills.
• PC, analytical &Microsoft Office proficiency.
• Demonstrated ability to handle employee relations at all levels of staff.
• Demonstrated ability to support multiple staff locations.
• Responsible for adhering to established safety standards.
• Must be able to remain in a stationary position for an extended period of time.
• Occasionally lifts, carries, or otherwise moves items weighing up to 25 pounds.
• Work is constantly performed in an office environment.
• Ability to travel up to 25%.
• SPHR/PHR preferred.
