We have a need for Junior PMO Analysts to support the Internal Revenue Service (IRS) as part of a Project Management Office (PMO). The junior analysts will collaborate with IT Managers, Analysts and other stakeholders to support project objectives with emphasis on supporting communications across stakeholders.


This is a junior level position that will be mentored to understand PMO support for the entire software development lifecycle including system’s analysis, requirements analysis, software development, testing, scheduling, life cycle, administrative, etc. 


The selected candidate must be able to work 3 days at the IRS facility in New Carrollton MD with remaining days working remotely from home. The selected candidate must be flexible and available to attend meetings or perform other activities in New Carrollton as required. The IRS facility is conveniently located directly across the street from the New Carrollton Metro station.


The selected candidate must be willing and able to travel to regional IRS locations to support technology and training sessions. Travel is estimated to be about once a quarter, for 1 – 2 days and includes traveling to sites outside of DC area including Detroit, Memphis, New Orleans and others.  




  • Gather, document and analyze business needs and technical requirements, by meeting with users/stakeholders
  • Support PMO communication initiatives
  • Perform analysis, development, and review of program processes and procedures
  • Responsible for recording detailed meeting minutes and action items during assigned meetings, following up with responsible parties and ensuring regular updates are made
  • Responsible for writing and editing documents in support of the client's requirements
  • Responsible for supporting the coordination and/or creation of technical systems documentation including user guide materials
  • Disseminates information in a timely fashion at the appropriate level of detail for the target audience
  • Coordinate meetings and events and perform general administrative duties
  • Perform other duties as assigned by management


The Ideal Candidate will Possess the Following Additional Education and Experience

  • Bachelor’s Degree from an accredited college or university required. Preferably, in field of Business Administration or equivalent experience will be considered in lieu of degree
  • At least one (1) year of relevant experience required
  • At least one (1) year of related experience with PMOs or software development projects required
  • Ability to create and edit highly visible communications and deliverables
  • Excellent verbal and written communication skills
  • Attention to detail and active listening capabilities
  • Experience working on dynamic teams focused on meeting client needs in a challenging environment required
  • Experience using MS Office - Word and PowerPoint
  • Experience developing communication strategies preferred
  • Experience working on Government client site preferred
  • Experience with any IRS systems preferred
  • Experience with both waterfall and Agile life cycle methodologies preferred
  • Ability to work well in a team setting

Physical Requirements:

  • Ability to lift or transport objects up to 10 lbs.
  • Ability to sit for up to 90% of time
  • Ability to reach for or file documents up to 10% of time
  • Ability to travel up to 10% of time
  • Work is performed in an office environment with a medium noise level

Additional Requirements as per Contract:

  • Ability to obtain and maintain Public Trust Security Clearance
  • Candidates must meet requirements to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI clearance is a plus)
  • Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years and be Federal Tax compliant
