The Subcontracts Manager will direct the preparation, negotiation and administration of all subcontracts, consulting agreements, licensing agreements, and modifications thereto for MAXIMUS Federal Services business unit.

Responsibilities

  • Serve as the primary Subcontracts point of contact for MAXIMUS Federal Services, Inc.
  • Manager will have two direct reports and will work with the Senior Contracts Manager, VP of Contracts, Business Development and customer facing company VPs, Directors and PMs on contractual activities including both pre-award and post-award activities
  • Develop and/or lead company responses to CPSR audit responses
  • Perform government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention
  • Provide assistance to source selection/evaluation process including cost and price analysis, negotiation memoranda, build-up of CPSR compliant files
  • Draft, negotiate, and use of contracts, for subcontracts, P.O.’s teaming, and other forms of agreements

 

The Ideal Candidate will Possess the Following Additional Education and Experience

  • Bachelor's Degree from an accredited college or university, preferably in Business, Finance, or related field required. Equivalent years of experience can be considered in lieu of a degree
  • Master of Arts or Science or Juris Doctorate from an accredited college or university preferred
  • At least ten (10) years of experience working with contracts/subcontracts
  • At least seven (7) years of related experience in large scale government contracts/subcontracts administration
  • Comprehensive knowledge of FAR, DFARS, and government procurement/contracting cycle spanning all major contract types (FFP, PFI, CPAF, CPFF, CPIF, T&M, BOA, IDIQ)
  • Experience drafting and negotiating, subcontracts, P.O.’s teaming, and other forms of agreements
  • Sound business judgment and discretion
  • Well-developed knowledge of general business operations and management functions and principles (business development, finance/accounting, operations, and information technology)
  • Knowledge of state and local contracts
  • Excellent people, analytical and negotiation skills
  • Ability to communicate and interact effectively both orally and in writing at all levels of the organization
  • Ability to aggressively negotiate all types of government contracts
  • Membership in the National Contract Management Association and Certified Professional Contracts Manager (CPCM) designation preferred
  • Detailed knowledge of government intellectual property (IP)/software and data rights clauses and IP marking guidelines is preferred
  • Knowledge of requirements for and experience in administration of government property preferred
  • Management and leadership skills preferred
  • Prior supervisory experience of a subcontracts/compliance team preferred
