This position acts as a liaison among stakeholders in order to elicit, analyze, communicate, and validate requirements for changes to business processes, policies, and information systems.  Understands complex business problems and opportunities in the context of requirements and recommends solutions that enable the organization to achieve its goals.  The Quality Analyst provides policy direction and guidance to program staff, monitors policy changes, and continuously analyzes and supports project initiatives through process improvements.




  • Document and analyze current business processes and determine improvements
  • Identifies, analyzes, and performs needs assessments and implements and monitors new QC initiatives.
  • Extract, aggregate, pivot, review, analyze, and present data in various formats using advanced features of MS Excel and other software tools and performs root cause analysis to identify and document best practice implementation plans and continuously measure project outcomes for desired results and improvements.  
  • Analyze quality practices, programs and policies, and organizational processes and make recommendations to address negative performance trends
  • Serves as Quality Control (QC) point of contact between various Quality Control, Quality Assurance (QA) and Operational Team departments,
  • Maintains process flows and work instructions for use by the quality team.
  • Runs and updates daily reports and works the Reporting Teams.
  • Performs data management functions with the use of Excel data base.
  • Performs data management and maintenance requirements in a timely manner.

Performs other projects and duties as may be assigned by management.     

The Ideal Candidate will Possess the Following Additional Education and Experience

Education Required:  Bachelors degree from an accredited college or university in Business Administration, Public Administration, Accounting or related field, or equivalent work experience.


Skills / Knowledge Required:  Proficient in Microsoft Office (Visio, Word, Power Point and Excel), , as well as the ability to quickly learn other software programs; knowledge of databases and queries; ability to learn skills needed for quick and accurate data management. Possess excellent analytical, critical thinking and problem solving skills.


Skills/Knowledge Preferred: Possesses strong knowledge of quality and statistical analysis



Experience Required:  Two to three years’ previous experience in an analytical and/or with quality practices. Demonstrated experience working identifying and implementing sustainable “best practice” solutions and procedures. Demonstrated experience working with teams.



Experience Preferred:  Prefer previous experience in a governmental setting, or any equivalent combination of training and experience that provides the required knowledge, skills, and abilities.  Business Analyst certification such as the Certified Business Analysis Professional (CBAP) high highly recommended.
