Overview

The Proposal Development Director plays an integral role in the development and leadership of the organization’s US Health proposal center, overseeing the budget, personnel, resource allocation, and strategic logistics for its operations. This individual will be looked to redefine the Proposal Center culture and provide direct supervision and management to a matrix team including Subject Matter Experts, proposal writers, and offshore/consultant writers. The ideal candidate will be have previous success leading a growing and diversified team, as well as the ability to create and sustain culture change to improve personnel stability, drive department results, and overall Division outcomes.

Responsibilities

  • Manages and oversee all aspects of the Proposal Center operations, including budget, resource organization and allocation, team member professional development, salary administration, and schedules bid volumes.
  • Schedules and manages Proposal Center logistics, including proposal manager and writer assignments, strategy and proposal reviews, and strategy implementation process.
  • Leads change management efforts, including building new department processes and leading customer service efforts to internal clients.
  • Motivates and coaches proposal staff to facilitate breakthrough thinking, empowerment, and ownership.
  • Develops internal training programs, in conjunction with HR, to ensure that internal writers and offshore resources understand the proposal process and are able to strategize and execute writing outputs effectively.
  • Assists Capture and Business Development in determining bid strategies, annual volumes, teaming requirements, and cost factors.
  • Oversees and participates in development of proposal writing as required.
  • Continuously evaluates and recommends alternative approaches or ways to improve accuracy of budget, staff, and other resource allocation needs.
  • Provides updates to Executive Team regarding department budget, workload, projected needs, and business issues.
  • Serves as escalation point for open decisions, issues, and risks to support quality/performance standards and enforces deadlines.
  • Communicates and enforces departmental processes, administrative policies and procedures, technical problems, priorities, and methods.
  • Performs solicitation analysis to assist in go/no go decision making process.

The Ideal Candidate will Possess the Following Additional Education and Experience

  • Bachelor's degree from an accredited college or university; field of study in English, Journalism, Marketing, Communications, or a related field preferred.
  • Desired:  APMP Certification.
  • At least seven (7) years’ experience in project management and leading/managing a team of at least seven (7) members.
  • At least six (6) years’ experience in managing a budget greater than $2M, and project management skills.
  • At least five (5) years’ experience in government procurement, including proposal writing and development.
  • Demonstrated experience with managing complex, integrated business change projects.
  • Experience in business roles where change management is a vital component.
  • Excellent interpersonal and leadership skills, with the ability to engage and motivate diverse groups of internal and external stakeholders to drive outcomes and buy-in.
  • Demonstrated experience with leading and managing large, multi-contractor proposal teams.
  • Strong quantitative, creative thinking, and problem-solving skills.
  • Commitment to cultural competency with internal and external clients.
  • Experience using Microsoft suite, particularly Sharepoint.
