The Systems Manager is responsible for defining and maintaining system requirements in support of the System Development Lifecycle (SDLC) that ensures systems built will meet or exceed business expectations.  Manages the team responsible for planning and engineering systems infrastructure.



  • Manage a team of analysts  in defining systems requirements by reviewing business workflows and specified functionalities
  • Translate business requirements into system specifications and functional designs by producing documents on how to implement changes to the system
  • Review and edit requirements, specifications, business processes and recommend solutions
  • Lead activities required to produce system documentation (e.g., design specifications, user manuals) and provide end user training as needed
  • Contribute to the elaboration and execution of test strategies applicable to the system projects
  • Review and monitor execution and completion of system processes
  • Participate in project meetings with client to address the needs of project stakeholders
  • Identify strengths and weaknesses of the system and business process; Recommend areas of improvement. Continually seeks opportunities to increase productivity and deepen client relationships.
  • Manage and execute tasks according to established project plans and delivery timelines
  • Provide mentoring and guidance to direct reports. Responsible for evaluating staff.

The Ideal Candidate will Possess the Following Additional Education and Experience

  • Bachelor’s degree from an accredited college or university
  • 5 years of related experience
  • 3 years of leadership/management experience
  • Systems development lifecycle experience using structured methodologies in requirements management, process/data analysis and quality control
  • Experience leading or managing a team
  • Advance level proficiency in Microsoft Office
  • Advanced analytical skills
  • Ability to understand business requirements and translate them into system requirements
  • Demonstrated experience and hands-on involvement in software quality control, integration/system/regression/performance/user acceptance testing
  • Proven experience contributing to all phases of the software development lifecycle
  • Experience with relational databases and querying data for analysis, testing and research
  • Proficient in SQL
  • Proficiency with state healthcare programs (eg Medicaid, CHIP) and related functions (eg enrollment management, eligibility determination) preferred
