Overview

The Subject Matter Expert (SME) plays an integral role in the development and growth of the organization’s US Health division, providing the US Health proposal and technical writing teams with key information, intelligence, and expertise to ensure proposal descriptions/responses are accurate, thorough, and up-to-date. The SME must have at least eight (8) years of expertise and understanding of: call center technologies, including IVR, ACD, CRM, and consumer-facing tools; data reporting; Medicaid Management Information Systems (MMIS); integrated eligibility and enrollment systems, including new MAGI-based systems; telephony system deployment and integration; Quality Management; and contact/call center operations and management. The successful SME must able to communicate, describe, and help visualize these complex systems, technologies, and functionalities to writers to help facilitate descriptive accuracy and completeness. SMEs will also be required to review key proposal sections and provide specific, actionable feedback to improve the narrative both iteratively and during formal proposal review cycles, and develop and maintain a living library of MAXIMUS and competitor solutions, technical strengths and weaknesses, and other elements to be determined for use by the writing teams.

Responsibilities

  • Provides subject matter expertise to US Health writing teams pertaining to technologies, systems, and solutions frequently bid in proposal responses to help writers develop accurate and sales-driven descriptions.
  • Own the research, review, and analysis of current and emerging third-party and/or commercial-off-the-shelf (COTS) systems, solutions, and technologies to highlight advantages of MAXIMUS solution and/or ghost competitor solution weaknesses.
  • Develop, maintain, and share a living library of MAXIMUS and competitor solutions to be referenced by writing teams.
  • Diagram key system or solution functionalities, capabilities, and key features to be understandable to external audiences, particularly proposal evaluators for state government contracts.
  • Assist writers in accurately visualizing and depicting solution elements and integration with state government technologies or owned-systems.
  • Conduct reviews of key technical proposal sections, both iteratively and during formal proposal review cycles (Color Team Reviews).
  • Work alongside other SMEs to develop a panoramic and sales-driven micro and macro scale narrative of MAXIMUS systems, solutions, and technologies, both proprietary and COTS.
  • Attend writer status calls and solution team meetings for each opportunity/bid.
  • Provide team-based and individual training to writing teams on key elements to ensure understanding.
  • Effectively communicate with other SMEs, writing teams, proposal managers, and other key stakeholders in person, on conference calls, and via professional formats including Microsoft Word, Excel, Visio, and Power Point.
  • Identify new ways to brand and sell MAXIMUS as an organization and its solution in proposal opportunities.

The Ideal Candidate will Possess the Following Additional Education and Experience

  • Bachelor's degree from an accredited college or university; field of study in Health Policy or Business preferred.
  • At least eight (8) years’ experience/expertise in call center technologies, including IVR, ACD, CRM, and consumer-facing tools; data reporting.
  • At least four (4) years’ experience/expertise in Medicaid Management Information Systems (MMIS), integrated eligibility and enrollment systems.
  • At least four (4) years’ experience/expertise in telephony solutions, including implementation, deployment, and integration.
  • At least two (2) years’ experience/expertise in Quality Management methodologies and application, particularly integration within large scale operations and identifying risks and trends.
  • Strongly Preferred: at least four (4) years’ experience/expertise in US health policy and government program data review and analyses, as well as a demonstrated understanding of potential changes under the Trump Administration and the impact to current and potential contracts.
  • Previous experience participating in continuous quality improvement initiatives.
  • Knowledge of KPIs, SLAs, and OSA.
  • Strong interpersonal, communication, and collaboration skills.
  • Complete projects in an environment with diverse, competing, and sometimes conflicting priorities.
  • Occasional travel required.
