The Operations Program Manager is responsible for providing program management for a large information technology (IT) contract.  

 

Responsibilities

  • Organize, direct, and manage contract IT Operations & Maintenance (O&M) support functions and multi-faceted, complex, and inter-related IT projects 
  • Manage teams of contract support personnel with diverse IT skill sets at multiple locations
  • Maintain and manage client interface with the senior levels of the customer's organization
  • Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations

  • Oversee and formulate project management support documents and plans, and assist federal managers, project managers, and/or project management support staff in coordinating formulation of such
  • Lead the organization as a change agent through an evolving business process
  • Collect and analyze large amounts of data and prepare presentations and reports
  • Develop detailed plans and execute accordingly, on-time and on-budget
  • Achieve timeliness, efficiency, and cost targets for all deliverables of the contract
  • Ensure overall contract performance, meeting established Operating Level Agreements (OLA), Service Level Agreements (SLA) and deliverables schedule
  • Prepare and maintain the Program Management Plan, Risk Management Plan, Program Work-breakdown Structure (WBS), Program Status Report, and Contract Financial Reports
  • Establish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business
  • Provide leadership, coaching and guidance to a team of over 125 technical employees and team leads

The Ideal Candidate will Possess the Following Additional Education and Experience

  • Bachelor's Degree from an accredited college or university in Computer Science, Engineering, Information Systems, Business or related discipline required
  • Master of Business Administration (MBA) or Master's Degree in Engineering Management, Computer Science, Engineering, Information Systems or related discipline from an accredited college or university preferred
  • At least fifteen (15) years of experience in increasingly responsible positions in an IT or technology-related field, with the last five (5) years being in project or program management
  • At least five (5) years of experience managing complex, distributed network operations centers, telecommunications, and all related operations and maintenance activities; pre-production environments; desktop management; enterprise directory services; enterprise messaging infrastructure; enterprise application hosting; enterprise network infrastructure; telecommunications; security engineering; systems administration and maintenance; database, web and SharePoint administration and management; application/systems security; contingency plan, and service level agreements required
  • Experience organizing, directing, and managing contract IT O&M operations support functions and multi-faceted, complex, and inter-related IT projects with a combined scope over 15,000 users and 50 sites in WAN/LAN environments

  • Experience managing teams of contract support personnel with diverse IT skill sets at multiple locations

  • Experience maintaining and managing client interface at senior levels across multiple client organizations

  • Experience meeting with customer and contractor personnel to formulate and review task plans and deliverable items ensuring conformance with program task schedules and costs

  • Experience in overseeing and formulating project management support documents and plans, and assisting federal managers, project managers, and/or project management support staff in coordinating formulation of such documents

  • Expert-level knowledge of technical contract management and task order management required
  • Demonstrated experience managing simultaneous multiple, large, complex projects and applying Earned Value Management (EVM) principles and reporting methodologies
  • Expert-level knowledge of technical contract management and task order management
  • PMP certification required
  • ITIL v3 Foundations certification preferred

Physical Requirements:

  • Work is performed in a general office environment
  • Ability to lift or transport items weighing up to 20 lbs.

Additional Requirements as per Contract/Client:

  • Ability to obtain and maintain a Confidential Security Clearance
  • United States Citizenship or Permanent Residency
