MAXIMUS Federal Services currently has an opening for a Vice President of Contracts. The successful candidate will be responsible for administering contracts in a variety of Federal, civilian, state and local government environments.



  • Provide leadership and mentoring to the team of contract professionals
  • Accountable for the effective, efficient, and compliant execution of all contract, subcontract, purchasing, and proposal activities in accordance with MAXIMUS policies, FAR, public law, Uniform Commercial Code, and high ethical standards
  • Ensure MAXIMUS Federal identifies, understands, manages, and maintains compliance related to risk, liability, and approval procedures and ensures compliance with corporate policies
  • Collaborate on key proposal and contract strategies with senior members of leadership, operations, finance, legal, human capital, and accounting
  • Plan, organize, direct, and review the work of personnel engaged in the management and administration of customer contracts, subcontracts, consultants, and vendors to ensure proper discharge of assigned duties 
  • Select and supervise the training of new personnel as well as providing guidance and assistance to department personnel in resolving complex problems
  • Direct and coordinate all liaison activities between MAXIMUS Federal and its customers to ensure proper flow of contractual data and actively participates in matters which cannot be resolved by delegated department personnel
  • Oversee the Federal Small Business Subcontracting Liaison Office and Contractor Purchasing System Review (CPSR) compliance program
  • Coordinate and advise the finance department with government contract compliance issues, audits, and FAR interpretations
  • Perform quality review of services provided



The Ideal Candidate will Possess the Following Additional Education and Experience

  • Bachelor’s degree from an accredited college or university required, preferred field of study in Finance, Business or related field
  • Master's degree or Juris Doctorate from an accredited college or university preferred
  • At least 7 (seven) years of experience supervising a contracts team
  • At least twelve (12) years of experience with at least ten (10) years of directly related experience with a strong background in large scale government professional services-related contracts administration required
  • Comprehensive knowledge of FAR and government procurement/contracting cycle spanning all major contract types (FFP, PFI, CPAF, CPFF, CPIF, T&M, BOA, IDIQ)
  • Previous experience with GSA contracts
  • Experience integrating contracts from multiple corporate entities due to M&A activity
  • Detailed knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out, and records retention
  • Detailed knowledge and thorough understanding of proper drafting, negotiation, and use of contracts, subcontracts, P.O.’s teaming, and other forms of agreements
  • Strong understanding of FAR, UCC, UPSR, and ethical business practices
  • Excellent people, analytical, and negotiation skills
  • Demonstrated ability to aggressively negotiate all types of government contracts
  • Ability to communicate and interact effectively both orally and in writing at all levels of the organization
  • Ability to build and maintain strong relationships with client personnel and internal company personnel
  • Ability to exercise sound business judgment and discretion
  • Solid organizational skills
  • Detail oriented with excellent verbal and written communication skills
  • Ability to handle multiple simultaneous projects
  • Ability to collaborate with other functional departments
  • Advanced knowledge of Excel and Word programs
  • Preferred qualifications include: Knowledge of state and local contracts; prior private sector experience; membership in the National Contract Management Association and CPCM designation; and experience administering health care-related contracts
