    The Department’s Bureau of Consular Affairs (CA) established a strategic initiative called ConsularOne to implement the new technology framework and the online services. The ConsularOne initiative is intended to modernize and consolidate the operational environment under a common technology framework to better support the services provided to CA’s customers (United States citizens and non-citizens living domestically and abroad).


    The main objective of the Consular Systems Modernization contract is to provide the services and technology required to support the ConsularOne program


    This position is contingent upon award of the Federal contract.  This project will be located in Washington, DC.



    • Lead and guide the team and ensure completion of all tasks related to OBIEE reporting, ETL data migration tasks, Siebel public sector configuration, data migration and system interfaces 

    • Manage and guide the overall technical solution including supporting with hands-on technical tasks 

    • Establish system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large-scale information systems 

    • Design architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces 

    • Ensure these systems are compatible and in compliance with the standards for open systems architectures, the OSI and ISO reference models, and profiles of standards - such as IEEE OSE reference model - as they apply to the implementation and specification of information management solution of the application platform, across the API, and the external environment/software application 

    • Ensure that the common operating environment is compliant with the Agency enterprise architecture and applicable reference models 

    • Evaluate analytically and systematically problems of workflows, organization, and planning and develop appropriate corrective action 

    • Construct conceptual data and process models, including data dictionaries and volume estimates to communicate requirements 

    • Collaborate with business areas and data owners to successfully implement business analytics and data warehousing solution 

    • Ensure operational and analytical business requirements for reporting across the organization 

    • Define and develop physical and logical data models to support reporting needs 

    • Design, build and test extract, transform and load (ETL) functions following industry standards and best practices 

    • Create, maintain, and manage documentation for all data warehouse design and ETL development 

    • Design and implement data warehouse schema

    • Develop guidelines and best practices to ensure data standardization and consistency 

    • Perform data cleansing and data auditing as necessary to ensure data quality 

    • Provide daily supervision and direction to staff

    The Ideal Candidate will Possess the Following Additional Education and Experience

    • Bachelor's Degree from an accredited college or university required
    • At least ten (10) years of consulting experience within the IT industry 

    • At least eight (8) years of Siebel CRM and Siebel OBIEE Architecture experience 

    • Prior experience leading a team through OBIEE reporting, ETL data migration tasks, Siebel public sector configuration, data migration and system interfaces 

    • Must have a deep technical and functional understanding on Siebel 7 and 8 out-of-the-box offerings 

    • Must understand Siebel architecture and framework capabilities including understanding Gateway Server, Enterprise Server and Siebel Server 

    • Must have prior experience in designing Siebel environment for optimal performance, failover and scalability 

    • Should have a good understanding of Siebel configuration, Siebel EAI / EIM and Siebel data model 

    • Proficiency in database, Oracle or SQL 

    • Understanding of networking concepts, windows/Unix OS knowledge is desired 

    • OBIEE/Siebel Analytics skills 

    • Experience in design external system interfaces 

    • Experience with documenting system specifications, operating procedures, installation instructions, and other system-related information 

    • Capability to work independently with minimal guidance
    • Good communication skills both Oral and Written

    Physical Requirements:

    • Ability to lift or transport items weighing up to 20 lbs.
    • Work is performed in a fast-paced information technology environment

    Additional Requirements as per contract/client:

    • Ability to obtain and maintain Top Secret Security Clearance
