We are seeking a DevOps Build Engineer to join our team supporting our Internal Revenue Service (IRS) client located in Lanham, MD.


The DevOps Build Engineer will work with the team to modernize our deployment practices by developing deployment automation and workflow surrounding release requests. The goal is to develop standardized, repeatable and reliable processes. The DevOps Build Engineer will be well-versed in continuous integration, continuous delivery, and release workflows and work with the team to automate code deployments. This position will also prepare version description documents of release content and attend IRS technical meetings to receive and deliver statuses.


Location of work is 3 days at the IRS facility in New Carrollton, MD, with 2 days’ work from home.  The selected candidate must be flexible and available to attend meetings or perform other activities at the IRS facility more frequently as required.


  • Adapt and transform current deployment processes and practices into cohesive automated workflows
  • Maintain application and source code versions and promote approved applications to appropriate test and production environments
  • Ensure that appropriate quality steps and approvals are adhered to prior to software promotion
  • Work with team members and developers to identify and resolve build or deployment problems
  • Compile, build, version and package deployments using standard practices and tools
  • Manage application documentation libraries and source code repositories
  • Smoke testing builds for accuracy and completeness
  • Ensure the integrity of builds and artifacts to support successful production releases
  • Develop tools/scripts to support and improve current build and release process
  • Identify gaps and suggest improvements
  • Work across the enterprise to coordinate with the various stakeholders on build issues and activities
  • Perform best practice configurations and settings within the IRS environment

The Ideal Candidate will Possess the Following Additional Education and Experience

  • Bachelor's Degree from an accredited college or university required, an additional four (4) years of related work experience can substitute for a degree
  • At least five (5) years of relevant experience required
  • Demonstrated hands-on experience in Software Configuration and change management processes and implementation across different environments (Dev, Test, Prod)
  • Strong communication skills and ability to work across organizations 
  • In-depth understanding of the software development life cycle for implementing Enterprise level systems
  • Experience with automated build / continuous-integration tools (Jenkins, Maven/ANT)
    • Minimum 3 years of experience with CI/CD automation setup using Jenkins
    • Strong understanding of Jenkins configurations specifically with LDAP config, Master/Slave approach, Backup/Restore process
  • Good understanding of Docker containers and setting up CI/CD with Docker
  • Ability to command of a scripting language (Python, Bash, PowerShell, Groovy) to write automated tests and tools
    • Groovy experience is big plus
  • Excellent attention to detail capability

  • Ability to work in a fast-paced, dynamic environment
  • Ability to interface with all levels of management
  • Ability to perform complex tasks with minimal supervision and guidance
  • Excellent time management, scheduling, and organizational skills
  • Ability to work well independently or in a team setting
  • Preferred experience includes:
    • IRS system and data knowledge experience
    • IBM app scan process experience is plus
    • Good understanding of Open Shift
    • Demonstrated experience in creating and maintaining UCM and branches for multiple release management in Rational ClearCase
    • Very strong skills in Rational ClearCase implementation for code merging, check-in, check-out, versioning, and administration
    • Experience with Rational Tools – ClearCase and ClearQuest

Physical Requirements:

  • Work is performed in a general office environment

Additional Requirements as per contract/client:

  • Ability to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI is a plus)
  • United States Citizenship or Legal Permanent Residency (Green Card status) for at least three (3) years, and Federal Tax compliant
