The Director of Finance & Accounting (Account Chief Financial Officer/Contract Manager) is responsible for managing and coordinating all current and future financial services to achieve the financial expectations of the organization including corporate, Client, and geographic oversight.


  • Principal fiscal and Contract manager with responsibility for the management of the Contract’s financial provisions.
  • Responsible for oversight and maintenance of project financial records and forecasts.
  • Provides second-level review of invoice and supporting documents before submitting to Program Director and client.
  • Responsible for oversight and accuracy of project financial forecast.  Ensures that forecast accurately captures expected project finances for the period covered.
  • Works with project leadership and other functional areas, as needed, to assess the financial implication of any operational initiatives.
  • Partners with Project Director and corporate leadership to oversee project pricings, task orders, amendments and client proposals.
  • Responds to client inquiries regarding invoicing, supporting documentation and other financial inquiries.  As directed, assists client when responding to external audit requirements or requests.
  • Monitors outstanding receivables and contacts client personnel, as appropriate, to pursue payment.
  • Participates in all internal and external audits and responds to inquiries from the Department for documentation as received.
  • Is responsible for oversight, hiring and developing all project Finance staff.
  • Analyzes forecast variance monthly and explains causes of any variance.
  • Ensures the project is compliant with all financial policies and procedures.
  • Reviews objectives to determine success of operations.
  • Manages external and internal customer relationships.
  • Oversees and review of department/project initiatives.
  • Ensures the confidentiality and security of all corporate information

The Ideal Candidate will Possess the Following Additional Education and Experience

  • Bachelor’s degree in Business Management, or a related field. Master’s degree in one of these fields preferred. Additional relevant management experience may substitute for the degree on a year-for-year basis.
  • A minimum of five (5) years of account management experience for a government or private sector healthcare payer, or two (2) years MMIS experience pertaining to a role that relates to account management.
  • Broad and extensive experience (more than five [5] years) of increasingly responsible professional accounting or auditing experience, as well as Contract Management experience.
  • Experience accounting in service-based organizations preferred
  • Experience with governmental contracts preferred
  • Ability to develop and work with complex financial and spreadsheet models.
  • Ability to develop and maintain effective relationships with other personnel, including those operating at other locations.
  • Ability to work with and explain financial concepts and principles to non-financial (operational) personnel.
  • Willingness to learn innovative and creative approaches to using business applications
  • Attention to detail.
  • Excellent organizational, interpersonal, verbal, and written communication skills. Ability to perform comfortably in a fast paced, deadline oriented, work environment.  Ability to present concepts clearly and concisely to audiences with varying backgrounds and skills.
  • Ability to successfully execute many complex tasks simultaneously.
  • Ability to perform quantitative and qualitative analyses of existing business processes based on in depth industry knowledge of organizational and/or client objectives.
  • Ability to work as a team member, as well as independently.
  • Advanced level of proficiency in Microsoft Office, particularly Microsoft Excel (advanced skills preferred)
