Overview

The Takeover Director leads a multidiscipline organization on the development and execution of program management strategies and tactical plans that enable MAXIMUS to meet and exceed client expectations. Manages the establishment and administration of a defined set of projects, programs, and initiatives to ensure contractual and regulatory compliance. Primary responsibilities are focused on Project Management Office, Business Process Management & Change Control Management, Facilities & Physical Infrastructure, User Acceptance Testing, and Reporting . Collaborates as a members of the senior leadership team on the development of strategies to enhance the value and cost-effectiveness of the operation.

Responsibilities

  • As principal management lead, responsible for Takeover of all Business Services and Information Technology (IT) Services required in the SOW for this Contract.
  • Ensures close alignment between all stakeholders, from initiation through closeout, of all Takeover activities required to assume Operations.
  • Filling this position shall occur upon Contract Effective Date (CED) and is required during the entirety of Takeover
  • Once Takeover duties have concluded and the Department of Health Care Services approves to close Takeover activities, the Takeover Director will continue duties as PMO
  • Participate with executive management to establish strategic plans, objectives, initiatives, and work plans for the CA MMIS Fiscal Intermediary Business Operations Project.
  • Establishes and maintains relationships with representatives of client agencies and stakeholders to promote and develop MAXIMUS services.
  • Establish and implement short and long-range organizational goals, objectives and strategic plans, policies and procedures.
  • Evaluate operational effectiveness and implement changes required for improvement.
  • Provide strategic input and recommendations as a member of the leadership team in the development, implementation and evaluation of new or modified processes, policies, and procedures.
  • Provide strategic direction and sets goals to drive continuous improvement and cost effectiveness.
  • Responsible for implementing metrics and communicating expectations.
  • Accountable for the effectiveness of the PMO, BPM, Facilities, UAT, and Reporting teams, and their ability to meet customer expectations.
  • Monitor, assess and take action as necessary to maintain the effectiveness of facility security.
  • Ensure compliance with the Quality Management Plan.
  • Provide mentoring and coaching to contribute to the development of employees.
  • Provide data to senior leadership team to enable effective decision making regarding programs, projects and opportunities for continuous improvement.
  • Evaluate staff performance, coaches and develops team.
  • Develop and maintain constructive working relationships with vendors, agencies and interested parties
  • Ensure compliance with all federal, state, corporate and project policies and procedures.
  • Performs other duties as assigned

The Ideal Candidate will Possess the Following Additional Education and Experience

  • A minimum of two (2) years lead management experience in the transfer of responsibility for an MMIS or other large government organization valued at twenty (20) million dollars or more, or private sector healthcare payer existing (legacy) system from an Incumbent Contractor to a Successor Contractor.
  • Knowledgeable of, and adhere to, project management methods and standards based upon the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK), and industry best practices.
  • Excellent verbal, written and presentation communications skills.
  • Bachelor’s degree in Healthcare Administration, Business Administration / Management, Finance, a clinical specialty or equivalent, or a related field.
  • PMP Certification desired
  • Expertise in change management concepts preferred
  • Must demonstrate proven business acumen in the areas of finance, strategic planning and client relations.
  • Skilled in examining and re-engineering operations and procedures.
  • Ability to analyze complex problems, interprets customer needs, and develops integrated, creative solutions.
  • Demonstrated knowledge of SharePoint and SharePoint Designer
  • Knowledge of project operations, systems processes and flows;
  • Demonstrated strong analytical/statistical skills
  • Ability to solve problems quickly and accurately; excellent organizational, interpersonal, written, and verbal communication skills;
  • Ability to perform comfortably in a fast-paced, deadline-oriented work environment; ability to successfully execute many complex tasks simultaneously; and ability to work as a team member, as well as independently. 
  • Responsible for adhering to established safety standards
  • Must be able to remain in a stationary position for an extended period of time
  • Occasionally lifts, carries, or otherwise moves items weighing up to 25 pounds
  • Work is constantly performed in an office environment
