Overview

The Manager will report directly to the Program Executive. The Manager will ensure the effective and efficient management of Program communications and program level processes. The Manager will provide management oversight to non-IT projects including the assurance of schedule and budget attainment, overall achievement of outcomes, results and deliverables to support the business in delivering the contract requirements and services in achieving of  objectives.

Responsibilities

  • Assists the Project Director with the day-to-day running of the project operational departments, Mail/Imaging, Call Center, and Document Management, and ensure compliance with the client’s requirements and all subsequent amendments, program business rules, as well as state and federal regulations.
  • Establishes and maintains effective working relationships with the client and key stakeholders such as State employees, health plans, community agencies, stakeholders and subcontractors in support of effective partnerships.
  • Oversees the quality and timeliness of contractually required reports and deliverables.
  • Facilitates communication on project status, to include applicable corrective and preventive actions, to members of Senior Management and the Project Director.
  • Directly supervises key Project staff as determined by the Project Manager.
  • Works with the Project Manager to develop performance goals and objectives for the project and staff, and monitors the achievement of those goals.
  • Assists in the creation and implementation of innovative methodologies to continually streamline and improve project operations and outcomes. Works closely with members of the Senior Management team in support of performance objectives related to the Quality Management System, business process improvement and initiatives.
  • Ensures compliance with MAXIMUS standards and procedures for project operations.
  • Performs other duties as may be assigned by management.

The Ideal Candidate will Possess the Following Additional Education and Experience

  • Bachelor's degree from an accredited college or university in a Public Administration, Public Policy, Public Health or related field;
  • Master’s Degree preferred;
  • Minimum of five years’ experience in public sector management or administration of health or human service programs;
  • Strong understanding of state, county, and local government programs including those related to health services;
  • Experience working in eligibility systems determination, mail room operations, and call center management; experience in overseeing mail house and printing subcontractors preferred;
  • Understanding of imaging systems;
  • Ability to effectively manage and motivate people and projects; excellent organizational, interpersonal, written, and verbal communication skills;
  • Ability to perform exceptionally in a fast-paced, deadline-oriented work environment; the ability to successfully execute many complex tasks simultaneously;
  • Ability to work as a team member, as well as independently; excellent people management;
  • Demonstrated ability to manage large scale projects; computer literate.
  • Preferred: knowledge of Medicaid and CHIP programs, PMP Certification, fiscal management, project start-up activities, contract management, procurement processes and client management.
