Project/Position Introduction

The Human Capital Compliance Manager will be responsible for overall oversight and administration of OFCCP and Affirmative Action compliance and internal compliance programs. This role will manage the administration, research and monitoring of EEOC/AAP, OFCCP, VETs, disabled and other anti-discrimination compliance practices, including meeting DOL audit timelines by using project management principles. This role partners with Human Resources and business leaders to evaluate the current use and performance of Compliance programs and develop recommendations on improvement.


  1. Creates, analyzes, and distributes reports to ensure compliance with federal, state and local government regulations and Company policies and procedures.
  2. Project management of corporate initiatives related to compliance.
  3. Responsible for supervising the completion of EEOC and OFCCP annual regulatory filings. Conduct related audit activity and research.
  4. Develops and implements human resources practices and procedures throughout the organization.
  5. Performs regular audits of HC data and identifies realignment as required.
  6. Monitors outreach programs, analyzes ROI, identifies opportunity gaps, and recommends resolutions to under achievement of goals.
  7. Drives compliance objectives, provides project management, manages implementation activities, and develops processes and documentation for program rollout and ongoing support.
  8. Proposes policy changes that reflect amendments in regulatory laws.
  9. Analyzes employment data to provide insight to decision-makers. Identifies and interprets trends and patterns in datasets to locate influences.
  10. Recommends process improvements to reduce risk and deficiencies.
  11. Create new & edit existing MAXIMUS employee policies to support organizational initiatives or legislative changes
  12. Performs other duties as assigned by management.


  • Responsible for employee performance and retention by conducting Monthly “1X1” meetings, performance feedback, determining employee Bonus and Merit incentives.
  • Responsible for the Internal Audit programs by reviewing existing processes and making recommendations to insure controls are in place.
  • Conduct Quality Training initiatives.
  • Investigate compliance issues discovered through audits or incident reporting to determine the severity and corrective actions needed.
  • Lead, train and maintain the project ISO audit program.
  • Manage the continuous improvement/corrective action programs.
  • Responsible for the Compliance portion of the monthly DOH report that is presented to the Director of Quality and the Client
  • Schedule and provide ongoing staff training regarding quality and compliance topics- (ISO, privacy and security).
  • Provide oversight of the Quality Management System to ensure compliance to established Policies, Procedures, and the ISO9001 Standard. Initiate changes as required to maintain compliance.

The Ideal Candidate will Possess the Following Additional Education and Experience

  • Juris Doctorate with concentration in employment law and 2 years relevant work experience or Bachelor’s degree in Human Resources or business related field with a minimum of 5 to 7 years of experience, required.  Comprehensive knowledge of local, state and federal laws, regulations and policies. Experience managing OFCCP/EEO/AAP related functions, knowledge of laws governing these functions.
