Project/Position Introduction

The law requires the North Carolina Department of Health and Human Services (Department or DHHS), through the Division of Health Benefits (DHB), to implement a Medicaid managed care program that advances high-value care, improves population health, engages, and supports providers, and establishes a sustainable program with predictable costs. The Department’s goal is to improve the health of all North Carolinians through an innovative, whole-person centered, and well-coordinated system of care, which addresses both medical and non-medical drivers of health. As part of Medicaid managed care, the Department will remain responsible for all aspects of the North Carolina Medicaid and NC Health Choice programs. As directed by the General Assembly, the Department will delegate the direct management of certain health services, including physical health, behavioral health and pharmacy services, and financial risks to entities called Prepaid Health Plans (PHPs).



The Tribal Liaison is responsible for developing and implementing comprehensive communications plans and outreach materials for the Eastern Band of Cherokee Indians (EBCI) Public Health and Human Services (PHHS) to support integration of the Enrollment Broker with the tribe. This includes strategies such as the use of websites as well as electronic, social media and outbound call and text campaigns. The Tribal Liaison will work with EBCI PHHS and other North Carolina stakeholders currently engaged in outreach efforts to disseminate the necessary information to aid enrollees in making informed health plan selections and to facilitate the resolution of consumer/provider issues.  In addition the Tribal Liaison should have a knowledge of existing organizations that serve the North Carolina Medicaid population and leverage those organizations to execute a comprehensive and cost-effective outreach strategy.





  • Develop comprehensive communication plans and strategies
  • Develop outreach materials including, mail, outbound calling and text, websites and social media campaigns
  • Serve as the primary liaison with the EBCI PHHS to support integration of the Enrollment Broker with the tribe
  • Develop outreach materials to communicate the benefits of enrollment in a health plan and the benefits of making a voluntary choice to enroll in a health plan
  • Manage the MAXIMUS outreach effort for the North Carolina Enrollment Broker
  • Update and distribute changes in participating providers and the plans with which they participate, including provider lists used by Enrollment Specialists
  • Updates and distributes changes in participating health plan, including initiation of the system change control process to update available plans, and update to call center reference materials
  • Assists with the development of provider and health planeducation
  • Perform other duties as assigned by leadership


The Ideal Candidate will Possess the Following Additional Education and Experience


  • Bachelors degree from an accredited college or university required
  • Three (3) years of experience working with federally recognized tribes and managing a healthcare related project
  • Experienced communications professional
  • Experience developing outreach materials for vulnerable populations, preferably including social media and outbound call and text campaigns
  • Relationships with the North Carolina Medicaid community and other stakeholders serving these communities
  • Experience managing an outreach effort
  • Experience developing social media campaigns
  • Experience with outreach to pregnant women preferred
