The law requires the North Carolina Department of Health and Human Services (Department or DHHS), through the Division of Health Benefits (DHB), to implement a Medicaid managed care program that advances high-value care, improves population health, engages, and supports providers, and establishes a sustainable program with predictable costs. The Department’s goal is to improve the health of all North Carolinians through an innovative, whole-person centered, and well-coordinated system of care, which addresses both medical and non-medical drivers of health. As part of Medicaid managed care, the Department will remain responsible for all aspects of the North Carolina Medicaid and NC Health Choice programs. As directed by the General Assembly, the Department will delegate the direct management of certain health services, including physical health, behavioral health and pharmacy services, and financial risks to entities called Prepaid Health Plans (PHPs).

The Training Manager will be responsible for developing training plans and overseeing training of new hires to assure they are well-versed on the Medicaid program and in customer satisfaction. This person will collaborate with Medicaid to develop targeted training that will better serve the program.




  • Oversee the development and delivery of training programs and materials through collaboration and communication with the training staff, management, and other program stakeholders
  • Manage instructor and classroom schedules; ensures facility setup, audiovisual setup, and participant notification
  • Supervise training staff including ensuring that they are managing performance within training periods and identifying misalignment of skills to roles and work assignments
  • Drives team member satisfaction, retention and development
  • Deliver training or coaching as needed on topics such as telephone protocols, customer services skills, program information, performance results obtained through quality assurance monitoring, and other areas
  • Ensure that Trainers are provided with up-to-date knowledge of project-related updates, processes, and procedures and that training programs and materials are updated and delivered to reflect the changes
  • Prepare training resources and maintain a library of training aids
  • Develop a means of measuring the effectiveness of training programs developed or administered through evaluation, testing, and assessment of program outcomes
  • Provide reports on training status, as required
  • Participate in program, client, and vendor meetings, calls and conferences
  • Perform other duties as may be assigned by executive management


The Ideal Candidate will Possess the Following Additional Education and Experience


  • Bachelor’s Degree from an accredited college or university in related field required, equivalent experience considered in lieu of degree
  • Master’s degree preferred
  • Three (3) years of experience in managing trainings of internal staff supporting Medicaid enrollment activities. Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects
  • Ability to speak effectively in interpersonal situations and before groups of people
  • Ability to motivate and inspire audience to engage in subject material
  • Proficient in the use of Microsoft Office products
  • Excellent organizational, written, and verbal communication skills
  • Ability to perform comfortably in a fast-paced, deadline-oriented work environment
  • Ability to work as a team member, as well as independently
  • Must be able to remain in a stationary position for an extended period of time
  • Occasionally lifts, carries, or otherwise moves items weighing up to 25 pounds 
  • Work is constantly performed in an office environment
