    The law requires the North Carolina Department of Health and Human Services (Department or DHHS), through the Division of Health Benefits (DHB), to implement a Medicaid managed care program that advances high-value care, improves population health, engages, and supports providers, and establishes a sustainable program with predictable costs. The Department’s goal is to improve the health of all North Carolinians through an innovative, whole-person centered, and well-coordinated system of care, which addresses both medical and non-medical drivers of health. As part of Medicaid managed care, the Department will remain responsible for all aspects of the North Carolina Medicaid and NC Health Choice programs. As directed by the General Assembly, the Department will delegate the direct management of certain health services, including physical health, behavioral health and pharmacy services, and financial risks to entities called Prepaid Health Plans (PHPs).

    This Technical Program Lead is responsible for managing and maintaining Information Technology operations, maintenance, initiatives, upgrades and revisions to existing hardware and software and/or other Information Technology resources. This position will serve as the technical point of contact for the State and other partners, including PHPs, for system integration, the provider directory and the Beneficiary Management Platform. This position will analyze existing systems to ensure that they offer adequate security and are effectively meeting the needs of the client, and will also lead the design and review process for new systems.

     

    Responsibilities

     

    • Work with client/customer to create technical strategies and frameworks
    • Implement and administer multiple systems
    • Develop, implement and manage enterprise backup/recovery strategies, server configuration and consolidation, and verify the health and status of the IT infrastructure
    • Architect and administer Shared Storage Environments such as SAN devices as well as enterprise services, security protection mechanisms and LDAP/ODS group policy, automation scripts or system maintenance/monitoring automation to improve uptime and reduce support
    • Implement, monitor and support security protocols
    • Understand and execute Change and Incident management
    • Provide expert knowledge, support and guidance to business and technology teams and facilitate the collaborative development of the software solutions
    • Recommend alternative technologies or improvements to enhance information systems to support organizational goals
    • Work closely with Project Managers to ensure problem solution and user satisfaction, report existing IT system risks, and recommend improvements
    • Prepare milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end-user representatives
    • Provide architecture diagrams and infrastructure-related documentation
    • Work as part of team and provide off-hours supports when required

     

    The Ideal Candidate will Possess the Following Additional Education and Experience

     

    • Bachelor's Degree from an accredited college or university required
    • At least ten (10) years’ IT experience
    • At least four (4) years of experience managing medium to large size projects for healthcare related services
    • At least two (2) years of managing direct reports or demonstrated leadership experience preferred
    • Proven, hands-on experience in operating IT infrastructure
    • Experience and comfort working in a fast-paced, empowered environment
    • Experience producing architecture diagrams and requisite documentation
    • Experience with web technologies and building enterprise architecture roadmaps
    • Knowledge of database management
    • Experience planning and developing support processes and adhering to best practices
    • Ability to quickly comprehend the functions and capabilities of new technologies
    • Knowledge of Web server and application server administration and web applications deployment experience
    • Intimate knowledge of full development life-cycle, from business requirements to functional design, technical design, operational hand-over, maintenance to final product phase-out
    • Ability to identify options for potential solutions and assess them for both technical and business suitability
    • Ability to oversee implementation of new systems including data migration
    • Excellent attention to detail capability
    • Excellent oral and written communication skills
    • Ability to work in a fast-paced, dynamic environment
    • Ability to interface with all levels of management
    • Ability to perform complex tasks with minimal supervision and guidance
    • Excellent time management, scheduling, and organizational skills

    Physical Requirements:

    • Ability to sit for up to 80% of time
    • Work is performed in an Information Technology environment
    • Work is performed in an office environment with a low to moderate noise level
