    The law requires the North Carolina Department of Health and Human Services (Department or DHHS), through the Division of Health Benefits (DHB), to implement a Medicaid managed care program that advances high-value care, improves population health, engages, and supports providers, and establishes a sustainable program with predictable costs. The Department’s goal is to improve the health of all North Carolinians through an innovative, whole-person centered, and well-coordinated system of care, which addresses both medical and non-medical drivers of health. As part of Medicaid managed care, the Department will remain responsible for all aspects of the North Carolina Medicaid and NC Health Choice programs. As directed by the General Assembly, the Department will delegate the direct management of certain health services, including physical health, behavioral health and pharmacy services, and financial risks to entities called Prepaid Health Plans (PHPs).



    Make a difference in the lives of North Carolinians!  Our Outreach Manager develops and implements comprehensive communications plans and outreach materials for the Medicaid population, including exciting strategies such as the use of websites as well as electronic, social media and outbound call and text campaigns. The outreach manager will work with stakeholders in outreach efforts to disseminate the necessary information to aid enrollees in making informed plan selections and to facilitate the resolution of consumer/provider issues. The Outreach Manager ensures that enrollment specialists have the most up to date information regarding plans and that the system is up to date with the most available plans and provider networks. In addition the Outreach Manager should have a knowledge of existing organizations that serve the North Carolina Medicaid population to execute a comprehensive and cost-effective outreach strategy.




    • Develop comprehensive communication plans and strategies
    • Develop outreach materials including, mail, outbound calling and text, websites and social media campaigns
    • Develop relationships with providers and aligned stakeholder groups currently serving the Medicaid population
    • Develop outreach materials to communicate the benefits of enrollment in a health plan and the benefits of making a voluntary choice to enroll in a health plan
    • Manage the MAXIMUS outreach effort for the North Carolina Enrollment Broker
    • Update and distribute changes in participating providers and the plans with which they participate, including provider lists used by Enrollment Specialists
    • Updates and distributes changes in participating health plans, including initiation of the system change control process to update available plans, and update to call center reference materials
    • Assists with the development of provider and health plan education
    • Perform other duties as assigned by leadership


    The Ideal Candidate will Possess the Following Additional Education and Experience


    • Bachelor’s degree from an accredited college or university required
    • Three (3) years of experience in developing and implementing comprehensive communications plans and outreach materials with Medicaid populations, including the use of websites as well as electronic and social media.
    • Experienced communications professional
    • Experience developing outreach materials for vulnerable populations, preferably including social media and outbound call and text campaigns
    • Relationships with the North Carolina Medicaid community and other stakeholders serving these communities
    • Experience managing an outreach effort
    • Experience developing social media campaigns
