The Proposal Manager develops proposals, bids, quotations, or other documents describing organizational products and services in response to requests from prospective clients.
Manages the development and production of proposals and oral presentations to include proposal teams from one to more than ten personnel;
Prepares and manages proposal production schedule, to include coordinating final production, word processing, graphics, and copy services personnel. May be required to do desktop publishing on small and short-turn proposals, and as the workload requires;
Analyzes government solicitations, identifies response requirements, and prepares unique, tailored, and detailed proposal response outlines, templates, and compliance matrices in compliance with government agency requirements;
Prepares the proposal schedule, sets up, leads conference calls and meetings, and plans as well as coordinates required resources for writing and development of the proposal deliverable;
Leads effective, results driven, kick-off, status, strategy, and review meetings in coordination with the business development team;
Helps develop and implement strategic proposal win themes and discriminators;
Uses automated proposal collaboration and document management tools, including Sharepoint;
Performs other duties as assigned.
The Ideal Candidate will Possess the Following Additional Education and Experience
Bachelor’s degree from an accredited college or university in Business, Communications, English, Journalism or related major with relevant experience highly preferred, or equivalent experience in a similar position;
5-7 years of experience required in government (federal, state, and local) proposal management and proposal development, and the direct management of proposal operational organization;
Experience required working in the Shipley proposal process and developing storyboards, mock-ups, proposal outlines, and compliance matrices;
Experience required developing and maintaining the proposal development schedule, to include coordinating resource requirements;
Experience with the complete proposal process from kick-off to delivery, to include all aspects of production;
Experience leading and facilitating status calls, color reviews, briefings, and related meetings;
Ability to work independently and still function effectively as a member of a team;
Expert in Microsoft Office software and SharePoint;
Excellent organizational skills and ability to work under the pressure of multiple deadlines;
Excellent command of English grammar, spelling, and composition as well as writing, editing, oral communication, and interpersonal skills;
Experience required in coordinating all production aspects (word processing, graphics, editing, proofreading, reproduction, printing, collation, and binding) services in support of proposal activities;
Formal Shipley or equivalent proposal training.
