  • Overview

    The Proposal Manager develops proposals, bids, quotations, or other documents describing organizational products and services in response to requests from prospective clients.


    • Manages the development and production of proposals and oral presentations to include proposal teams from one to more than ten personnel;
    • Prepares and manages proposal production schedule, to include coordinating final production, word processing, graphics, and copy services personnel. May be required to do desktop publishing on small and short-turn proposals, and as the workload requires;
    • Analyzes government solicitations, identifies response requirements, and prepares unique, tailored, and detailed proposal response outlines, templates, and compliance matrices in compliance with government agency requirements;
    • Prepares the proposal schedule, sets up, leads conference calls and meetings, and plans as well as coordinates required resources for writing and development of the proposal deliverable;
    • Leads effective, results driven, kick-off, status, strategy, and review meetings in coordination with the business development team;
    • Helps develop and implement strategic proposal win themes and discriminators;
    • Uses automated proposal collaboration and document management tools, including Sharepoint;
    • Performs other duties as assigned.

    The Ideal Candidate will Possess the Following Additional Education and Experience


    • Bachelor’s degree from an accredited college or university in Business, Communications, English, Journalism or related major with relevant experience highly preferred, or equivalent experience in a similar position;
    • 5-7 years of experience required in government (federal, state, and local) proposal management and proposal development, and the direct management of proposal operational organization;
    • Experience required working in the Shipley proposal process and developing storyboards, mock-ups, proposal outlines, and compliance matrices;
    • Experience required developing and maintaining the proposal development schedule, to include coordinating resource requirements;
    • Experience with the complete proposal process from kick-off to delivery, to include all aspects of production;
    • Experience leading and facilitating status calls, color reviews, briefings, and related meetings;
    • Ability to work independently and still function effectively as a member of a team;
    • Expert in Microsoft Office software and SharePoint;
    • Excellent organizational skills and ability to work under the pressure of multiple deadlines;
    • Excellent command of English grammar, spelling, and composition as well as writing, editing, oral communication, and interpersonal skills;
    • Experience required in coordinating all production aspects (word processing, graphics, editing, proofreading, reproduction, printing, collation, and binding) services in support of proposal activities;
    • Formal Shipley or equivalent proposal training.
