    The Human Capital Manager is responsible for overseeing all human capital functions for the project. The manager’s purpose is to ensure high quality and effective human capital operations and administration.



    • Provide oversight for all human capital functions and serves as the corporate interface for the coordination of all human capital activities 
    • Direct project recruitment and hiring efforts to maintain compliance with company policies and contract requirements, and provide information and assistance to job applicants 
    • Track employee satisfaction, initiate processes to improve employee satisfaction
    • Maintain personnel data including employment and other pertinent information and maintains the privacy and security of employee information, files, and performance reviews
    • Actively reviews Wage Determination, maintains updates and keeps management informed of changes
    • Maintains job descriptions for SCA and non-SCA employees and periodically reviews and assesses for consistency and accuracy
    • Proactively manage the relationship with the SCA benefits vendor to ensure that employees issues are addressed and changes in policy are implemented without incident
    • Initiates investigations as needed and addresses employee grievances in a timely manner
    • Participate in the development, delivery, and coordination of training activities at all levels to make certain that staff are knowledgeable regarding contract and corporate requirements pertaining to human capital
    • Develop, update and communicate human capital policies and procedures
    • Oversee the development and distribution of human capital reports
    • Perform other duties as assigned by leadership

    The Ideal Candidate will Possess the Following Additional Education and Experience

    • Bachelor’s degree from an accredited college or university required, preferred field of study in Human Resources, equivalent experience considered in lieu of degree
    • Five (5) years of supervisory experience, recruitment and benefits administration experience required
    • Five (5) years of experience managing human capital activities for federal contracts, SCA experience preferred
    • Extensive knowledge of personnel and human capital practices
    • Excellent organizational, written, and verbal communication skills
    • Ability to perform comfortably in a fast-paced, deadline-oriented work environment
    • Ability to successfully execute many complex tasks simultaneously 
    • Ability to work as a team member, as well as independently
    • Ability to use a personal computer (MS Office / Excel)
    • Mastery of Human Resources core principles 
    • Excellent training development and delivery skills
    • PHR/SPHR certification, preferred
