  • Overview

    The Center for Employee Development (CED) is the centralized global Learning & Development function for MAXIMUS.  As part of the Corporate Human Capital organization, the CED manages key products and services that are designed to develop and enhance the skills of our employees through learning solutions, tools, and systems including MAXIMUS University (MAXU), our enterprise corporate university.


    This position is primarily responsible for the operations management of our CED organization including our corporate university, MAXU.  This individual will have the unique experience of participating in the implementation of a new Learning Management System (LMS) which will enhance our ability to better serve our internal clients.  The full scope requires strong interpersonal and project management skills, operational knowledge of L&D as well as ISD and Learning evaluation and analysis.  In addition to the core role, this person will be responsible for the administration of our performance management process and system for our corporate team, management of our compliance programs, administration of online learning access with defined business partners.  Additionally, this position will lead the development of in-house eLearning training development and provide support in the demonstration of learning impact through appropriate tools. Critical in determining program impact to the organization, is the ability to understand firmwide strategy and how a learning plan/solution integrates to enable development of employees to meet the needs of the firm.  Works in a matrix organization; leverages subject matter experts and other contributors to deliver learning solutions within budget and timeframe.  


    • Management of the internal learning and development systems, software, and tools, such as the Learning Management System MAXU, internal shared networks, and team training templates and tools. Critical knowledge of current industry standards with regards to LMS functionality and capability- knowledge of Workday HRIS and Workday Learning is a strong plus.
    • Responsible for varied CED (Center for Employee Development) business operations functions, to include, but not limited to: vendor management, contractor management, communications management, survey development and management, process management, end-user communication, and reporting, course establishment, and event management.
    • Ongoing maintenance and enhancement of global learning programs; such as New Hire Orientation and MAXIMUS Compliance: New Hire and Refresher training, including program administration and communication. Local delivery of the New Hire Orientation program at our HQ. Development and implementation of a strategy to improve/enhance global programs and their effectiveness.
    • Partners with CED leadership team, business leaders, and key stakeholders to understand and align solutions, process, and systems around strategic organizational objectives and priorities.
    • Leads the administration of the CED inquiry system all internal client inquiries and assures a timely Works to implement process and system improvements to drive efficiencies.
    • Administers and analyzes training and other corporate assessments using appropriate tools. Understands the Kirkpatrick methodology and how to build metrics and evaluations plans representing the impact of learning and development. 
    • Leads the enhancement and evolution of global learning programs, driving efficiency and innovation in alignment with strategic business priorities and industry trends.
    • Drives consistencies across training organizations within MAXIMUS through collaborating with field training leaders, sharing best practices, seeking efficiencies, and defining and implementing process improvements where appropriate.
    • Contributes to the planning, organization, and execution of the annual Global Leadership Conference hosted by the CED in partnership with the Executive Committee.

    The Ideal Candidate will Possess the Following Additional Education and Experience

    • 10+ years of progressive experience in Learning and Development with learning operations leadership experience. Knowledge of instructional systems design; training analysis, design, development, delivery, and management.
    • Ambitious self-starter with a needs and solutions based orientation and elevated ability to execute globally. Passionate resolve to drive process improvement, innovation, and customer experience.
    • Experience with implementing and running a state of the art global learning management system.
    • Knowledge of Learning Management Systems including configuration and process improvements. Ability to overlay experience in the effective evolution to improve system and process capability as it relates to the LMS functionality.
    • Proven experience in managing client relationships and building appropriate solutions.
    • Demonstrated, applied understanding of learning technologies such as Traditional ILT, Virtual ILT, Online Learning, learning partnerships, etc.
    • Excellent project management skills; demonstrated ability to manage multiple, complex projects and tasks. Align resources to ensure priorities with multiple deadlines are met.
    • Quickly adapts to new business needs and strategies, flexible in alignment and approach based on market trends.
    • Demonstrated experience in the creative and innovative application of technology for business change
    • Unquestionable business and personal integrity and ethical standards.
    • Demonstrated ability to think strategically and translate business performance gaps into learning and development strategies.
    • Experience developing and implementing L&D policies globally
    • Highly competent using Microsoft Excel and PowerPoint. Ability to
    • Excellent written, verbal and interpersonal skills with all levels of employees as well as effective facilitation skills.
    • Proven ability to manage multiple priorities while delivering high-quality


    • BS/BA degree in Human Resources, Organizational Development, instructional design, Industrial/ Organizational Psychology, Education, or equivalent relevant experience required
    • Accreditation and/or Certification in key HR disciplines
