  • Overview

    Employee will perform duties at the professional level in some or all of the following functional areas: Management of local Human Capital team, full cycle human resources management including but not limited to recruitment/hiring, payroll, benefits, employment leave, employee relations, separations and unemployment claims and hearing.

     

     

    Responsibilities

    • Manages local Human Capital Department consisting of HC Administrators, HC Specialist/Recruiters and Sr. HC Specialist to perform full cycle Human Resources processes for a contact center supporting the government.  
    • Plays a key role in the creation of local human resource processes and procedures and implementing them through Operations and Human Capital staff to meet fluctuating business requests from Corporate Human Capital and Client. 
    • Main Local Human Capital Contact for Corporate Human Capital department in carrying out various human resources programs including: hiring efforts, new hire paperwork and onboarding, benefits, employment verifications, name changes, timesheet supervisor changes, transfers, promotions, pay increases or pay differentials, suspensions, demotions and terminations.
    • Oversees and provides expertise, project management and approvals as needed for full cycle recruitment and ensures compliance with State, Project and MAXIMUS policies. 
    • Provides guidance and approvals as needed for employee leave including medical slips, jury duty, subpoena court dates, bereavement, FMLA & Military Leave. 
    • Manages and oversees employee relations, investigations, ethics line complaints and grievances for employees from Entry Level to Management Level employees and reviews findings with Human Capital Director when necessary. 
    • Develops and implements conflict resolution and provides support and guidance to Operations Trainers, Supervisors, Managers, Site Manager, Directors or other departments as needed.
    • Works closely local HC Staff in creating and approving corrective action templates and corrective action tracking process. 
    • Reviews and approves Leadership or Support Staff level employee suspensions and terminations. 
    • Represents and advocates company interests in unemployment claims and hearings for previous local Human Capital Department employees. 
    • Works as a key or lead department liaison between Client, Local Operations and Corporate Human Capital to ensure standard operating procedures are followed and needs are met to achieve and maintain hiring & staffing goals. This includes ePAFs, differentials, ID creations, background checks, drug screening, onboarding, terminations and transfers.
    • Generate human resource reports based upon project management requests.
    • Handles and maintains confidentiality as it relates to PHI and PII.
    • Maintains communication with Corporate HR and Corporate Counsel on legal issues.
    • Assists Human Resources Director with additional tasks as assigned.

    The Ideal Candidate will Possess the Following Additional Education and Experience

    • Minimum of 5 years’ experience as Human Capital professional, generalist experience required.
    • Bachelor’s Degree from an accredited college or university required
    • 3 years of supervisor/leadership experience required.
    • Advanced proficiency and experience using Microsoft Office Suite & Outlook
    • Ability to manage high level of confidentiality and experience handling PII and PHI
    • Ability to work as a team member, as well as independently
    • Ability to successfully execute many complex tasks simultaneously
    • Demonstrates general knowledge, skills, and attributes required to achieve business results in a demanding work environment
    • Experience with employment laws and practices
    • Government contracting experience
    • Demonstrated ability to support large staff in a contact center environment
    • Excellent organizational, people management skills
    • Excellent written and verbal communication skills with bilingual proficiency in English & Spanish
    • Human Resource certification preferred.
