  • Project/Position Introduction

    The Lead Enrollment Broker will work primarily in Allegheny and Western PA Counties as needed; travel to other PA counties may also be required dependent on business needs.


    EDUCATION/EXPERIENCE: Bachelor's degree from an accredited college or university required. Excellent organizational, written and verbal communication skills; ability to interact courteously and effectively with a variety of audiences, including the disability community; ability to handle pressure and perform multiple tasks; ability to work independently; experience entering data into automated information systems; knowledge of local health care networks and providers; ability to maintain cultural sensitivity. Preferred qualifications include three years of human services or health care experience, experience managing staff that conduct home visits, knowledge of Pennsylvania Home and Community-Based waiver services (HCBS), and bilingual capabilities, particularly in American Sign Language. Must be willing to travel to applicants' places of residence throughout assigned region. Occasional evening and weekend hours required. Employment is contingent upon successful clearance of criminal and child abuse background checks and an absence of affiliations with Office of Long-Term Living (OLTL) providers.

    JOB OVERVIEW: The Lead Enrollment Broker assists the Field Supervisors with overseeing the overall quality of the intake visit process, including eligibility determination and waiver program counseling. Act as a subject experts and assist in training of Enrollment Brokers.

    1. Travels throughout assigned county, working primarily in applicants' places of residence
    2. Conducts intake visits for waiver applicants and acts as a facilitator for the eligibility determination process, providing assistance from the time individuals are identified as potential participants in an HCBS program to the time they are enrolled as participants or are terminated from the intake process
    3. Provides direct programmatic training and support Enrollment Brokers
    4. Provides the Outreach/Enrollment Services Manager with updates and advice on all issues regarding outreach and intake processing
    5. Maintains positive relationships with county staff, community groups, consumers, and other stakeholders. Assists in the training of new staff with regard to outreach activities
    6. Presents and discusses the concept of the waiver programs, and advises applicants of their rights and responsibilities
    7. Assists with application submission, including data entry of application information into HCSIS
    8. Assists applicants with investigating Medicaid eligibility as needed
    9. Assists applicants with selecting Supports Coordinators that best meet their needs, ensuring consumer control is maintained throughout the application process
    10. Assists with developing relationships with community-based organizations, advocates and stakeholders to gather feedback on improving the application process and removing barriers to enrolling in HCBS waiver programs

    The Ideal Candidate will Possess the Following Additional Education and Experience

    • High School Diploma or Associates degree, with 1.5 - 4 years of experience, plus additional training or education in area of specialization.
    • Assists supervisor/manager with the management of daily activities over a group of agents that handle customer service inquiries and problems via the telephone and sometimes email.
    • Provides direction and guidance to less experienced team members and provides coaching on how to handle more complex inquiries.
    • Recognizes and recommends areas needing improvement.
    • May assist in scheduling and coordinating team activities.
    • May provide input into hiring decisions and performance appraisals, but does not necessarily make hiring decisions or conduct performance appraisals.
    • Works on a variety of assignments requiring considerable judgement and initiative.
    • Able to draft or modify training materials and procedural documentation accurately.
    • Skilled in handling challenging communications with external contacts for escalated matters.
