    Maximus is currently looking for an Instructional Designer to join our team.  The program will support Customer Service Representatives who use scripted responses to answer questions from the public, entering information required to process fulfillment requests for Census forms, and collecting and entering Census data into an Internet Self Response (ISR) instrument. The information will be entered into screens on an application via computer. All transactions must be conducted accurately, courteously, and in a timely manner.


    GENERAL SUMMARY: (Scope, Summary and Impact of Job)
    Instructional Designers are responsible for the creation and upkeep of materials related to the 2020 Census program. Instructional Designers will perform needs, task and gap analysis, develop Detailed Design Plans (DDPs), create storyboards, instructor guides, job aids, system emulations and other required materials with tight turnaround times to deliver both virtual and traditional training materials to Customer Service Representatives (CSRs) and support staff. Instructional Designers should have a working knowledge of Adobe Storyline, Adobe Captivate, and Adobe Connect.
    1. Designs and develops training for the 2020 Census program.
    2. Conducts needs and gaps analysis for requests made by the program.
    3. Develops ideas and storyboards to create a stimulating and meaningful learning solution to meet learning objectives for the program.
    4. Manage multiple training requests and respond to critical items that arise in a fast-paced contact center environment.
    5. Ability to create appropriate testing mechanisms to ensure understanding.
    6. Designs and develops, Web-based Training (WBT) Instructor-led Training (ILT), Virtual Instructor-led Training (V-ILT), Electronic Performance Support Systems (EPSS) and other technology-based learning solutions.
    7. Ability to work with a number of subject matter experts to find learning objectives and understand audience and restrictions for training interventions.
    8. Edit and update existing materials, as needed.
    9. Maintains current knowledge of relevant technology as assigned.
    10. Receives work from the CQA Curriculum Development Manager.
    11. Participates in special projects as required.
    1. Bachelor’s Degree in Education or a related discipline.
    2. Master’s Degree preferred.
    3. 5-8 years of related instructional development experience.
    4. Experience with Adobe Connect, Adobe Captivate, and Adobe Storyline preferred
    5. Previous work with Census program, preferred.
    1. Comprehensive knowledge of the principles, methods, and techniques used in technology-based training.
    2. Comprehensive knowledge of the use and application of off-the-shelf tools.
    Working Conditions
    The work is typically performed in an office environment, which requires proper safety and security precautions. To ensure our contact center production area is at minimal risk for unauthorized disclosure (that is, the release or divulgence of information by an entity to persons or organizations outside of that entity) of Personally Identifiable Information (PII) or Protected Health Information (PHI), the work environment operates under a Secure Floor Policy. The Secure Floor Policy limits or restricts personal belongings, electronic devices, or paper that can be brought into production areas.
    Work may require some physical effort in the handling of light materials, boxes, or equipment.

    • Bachelor's degree with 3-5 years of experience consulting within designated function.

    • Interprets applicable regulations and policies associated with case to determine recommendation.
    • Plans implementation, training, and solution deployment.
    • Ensures solutions are consistent with organization objectives.
    • Regularly contributes to the development of new concepts, techniques, and standards requiring varied interpersonal and technical skills.
    • Considered expert in field within the organization.
