    Job Description Summary

    The U.S. Census Bureau is the largest statistical agency of the United States Government, providing timely data on the nation's population and economy. The Census Bureau's mission is to serve as the leading source of quality data about the nation's people and economy.

    The 2020 CQA program is the functional group at the Census Bureau that interfaces with citizens over the phone and other communications channels to assist them in responding to and completing 2020 Census Forms.

    We are seeking an Earned Value Management (EVM) Analyst to support our program.

    Project Description:
    •Specific focus will be to work with EVM team to manage EVM data such as the EVM portfolio status dashboards and briefings, and to help program project officers and contracting personnel implement EVM best practices.
    •Be able to use Microsoft Excel to enter data, and create complex formulas, using pivot tables, to create charts, and embed editable charts and tables into PowerPoint and create briefings
    •Assist with developing EVM policies and procedures in accordance with EVM guidelines, and standard language to be inserted in solicitations and contracts that outlines the EVM requirements as defined in the EVM policy;
    •Assist with EVMS implementation and recommendations;
    •Assist program/project managers and contractors on EVM data reporting;
    •Support development and implementation of a web-based system for aggregating and viewing EVMS data;
    •Review existing EVM policies, standard operating procedures, and guidebooks and draft and maintain updated versions based on lessons learned, changes to policy, and industry standards; and
    •Develop and execute EVM training to program managers and staff.

    Project Minimum Qualifications:
    •Must have Bachelor’s Degree, preferably in business or related field.
    •At least (2) years of related experience
    •Must have 1 to 2 years in Financial Analysis experience.
    •Must have 1 to 2 years of experience working in an office environment.
    •Must have proficiency with Microsoft (MS) Office Suite (Word, Excel, PowerPoint, Project, Outlook).
    •Must be able to pass a government background check.
    •Must be willing to travel (all travel is within the continental U.S)
    •Prefer 1 to 2 years Earned Value Management (EVM) experience using EVMS systems or tools such as Cobra, MPM, wInsight, or Primavera.
    •In Lieu of 1 to 2 years Earned Value Management (EVM) experience, desire to learn EVM process, theories, and tools.
    •Prefer experience supporting a federal customer.
    •Prefer experience in project management environment.
    •Familiarity with SharePoint, a plus
