    Job Description Summary

    This position is contingent upon award

    The Program Manager (PM) is responsible efficient and effective execution of the contract. The Program Manager works closely with the Contracting Officer and is accountable for the successful execution of the transition contract, working with employees, Government representatives and Headquarters staff. The PM is the primary focus of the contract and is responsible for staff performance as well as:

    •Serve as the Contractors primary point of contact with the government and manage all contract operations at the Headquarters level
    •Manage contractor program and project teams for optimal program performance
    •Provide operational expertise and oversight of the Program Management Office (PMO)
    •Direct and manage PMO day-to-day SFL-TAP functions ensuring all contract requirements are met
    •Conduct command level briefings to government personnel and SFL-TAP stakeholders
    •Implement and provide guidance to PMO staff on SFL-TAP policies and processes
    •Assemble, analyze and deliver centralized reports
    •Ensure proper staffing at all sites
    •Maintain the VOW/CRS compliance and all SFL-TAP files
    •Lead continuous process improvements
    •Utilize corporate reach back assets
    •Achieve SFL-TAP quality, cost, and availability goals

    Education and Experience Requirements:
    •Master’s degree preferred, in Training and Development, HR Management, Counseling, or related field and minimum 2-years career counseling, education, or related experience Bachelor's Degree accepted with experience
    •5+ years in an advanced management role (preference given to those with program management experience)
    •Working knowledge of the SFL-TAP program
    •Exceptional leadership skills, time management, facilitation and organizational skills
    •Applicants must be U.S. Citizen, and successfully undergo a background investigation (National Agency Check)
    •Working knowledge of government chain of command and transition policies and procedures
    •Extensive experience working with and supporting Military and/or Veteran populations; Veteran status highly preferred
    •Experience working directly with clients
    •Ability to exercise a great deal of independent judgment
    •Excellent organizational, planning, interpersonal, problem solving, written and verbal communication skills
    •Ability to strategically analyze disparate data sets and translate into tactical improvement
    •Strong decision-making and problem-solving skills

    Specific Tasks/Duties include:
    •The Project Director delivers the Statement of Work tasks to the Government client on time, with quality and on budget.
    •Responsible to oversee execution of all phases of assigned activities, responsible for client relations, project planning, implementation, quality, and schedule for MAXIMUS.
    •Work closely with Clients, the project regional teams, strategic/tactical/technical Program Operations teams, and other key stakeholders and staff to ensure successful implementation and ongoing management of the project and project tasks
    •Manages multiple assignments including all operational and subcontractor/vendor/partner management to include scope management, change management, estimating impacts of scope change (timeline and cost) and managing project resources
    •Manages all contract timelines and deliverables, ensures all MAXIMUS requirements are met, and the project is in compliance with MAXIMUS standards and procedures
    •Monitors the submission of all project deliverables, reporting and metrics internally and with the Client
    •Establishes and maintains relationships with the client, vendors, community providers, and others, to ensure the flow of information and coordination of services, conducts regular meetings with clients and staff
    •Oversee overall management and administration of the U.S. Army Soldier for Life Transition Assistance Program, supporting key project deliverables, operations and leadership team management in support of specific management activities and timelines


    Essential Duties and Responsibilities:
    - Manage Project Management team in the planning, monitoring and execution of all projects within the portfolio.
    - Build project management expertise within the team and develop best practices.
    - Coordinate and evaluate the work of the Project Management team.
    - Ensure exposure to risk is minimized on all projects.
    - Provide accurate and timely communication to leadership regarding risks, issues and plans to address each.
    - Based on lessons learned, provides recommendations to leadership to improve business and project processes to achieve improved results.
    - Develop and provide education and training to non- PMO employees regarding PMO processes.
    - Able to travel occasionally.
    - Responsible for adhering to established safety standards.
    - Must be able to remain in a stationary position for an extended period of time.
    - Able to occasionally lift, carry, or otherwise move items weighing up to 25 pounds.
    - Work is constantly performed in an office environment.
    - Perform other duties that may be assigned by management.

    Minimum Requirements:

    - Bachelor's degree with 7+ years of project management experience.
    - Deliver a single large project or multiple smaller projects at the same time.
    - Make informed decisions and ensure adherence to budgets.
    - Recommend innovative methodologies, techniques, and criteria for projects.
    - Knowledge of workflows and project mapping.
    - Able to handle multiple tasks and competing priorities.
    - Communicate updates and project status effectively and efficiently.
