    Job Description Summary

    The Maximus SMOMS team supports operations at the NOAA Environmental Satellite Processing Center. We are responsible for ensuring reliable operation of the systems that decode the data coming from weather satellites, make images, perform scientific analyses to make higher level products, and make these products available to National Weather Services (NWS) local forecast offices, NWS supercomputers running advanced numerical models, and a host of other users at NOAA, other government agencies, international users and more.

    Work at other NOAA facilities may be required periodically.

    Due to the 24/7 nature of our operations and the “life and property” requirements of our customers, the Scientific Programmer will occasionally need to work outside normal business hours to address off-hours problems.

    Essential Duties and Responsibilities:
    •Provide science and software support to the Customer.
    •Program, modify, debug, integrate, and test applications which process and distribute weather data as required.
    •May operate new proof of concept satellite analysis techniques needed to support disaster mitigation and warning services for U.S. federal agencies and the international community. (As required by contract)
    •May Schedule and distribute real-time satellite imagery products from global geostationary and polar orbiting satellites for dissemination to environmental customers.
    •Develop, implement and maintain product enhancements using Software Development Life Cycle as required by the customer, as needed.
    •Assist in the collection and documentation of user's requirements and prepare reports, manuals and other documentation on the status, operation and maintenance of software. (As required by contract).
    •Produce twice daily snow/ice analysis of entire northern hemisphere
    •Assist in the production of SOPs and weekly presentations
    •Ability to meet daily hard deadlines to ensure product distribution

    Education and Experience Requirements:
    Bachelor's Degree in Meteorology or related discipline and 5 years of related work experience; or an advanced degree without experience; or equivalent work experience

    Additional Experience and Desired Qualifications:
    •GIS experience using ArcMap
    •Ability to collaborate with U.S. science research teams and international partners
    •Works on problems of moderate scope where analysis of situations or data requires a review of a variety of factors.
    •Exercises judgment within defined procedures and practices to determine appropriate action.
    •Solid understanding of basic meteorology
    •Short-term forecasting experience, especially of snow
    •Experience with interpreting satellite imagery
    •Basic knowledge of satellite remote sensing (active and passive)
    •Experience interpreting and applying weather model output
    •Assists in the production of SOPs and weekly presentations
    •Occasionally attend professional conferences and present posters
    •Ability to meet daily hard deadlines to ensure product distribution
    •Ability to occasionally work weekends and holiday
    •Ability to build productive internal/external working relationships

    Physical Requirements:
    •Ability to sit for up to 80% of time
    •Ability to lift or carry objects up to 10 lbs.
    •Frequent use of computer, telephone, and office equipment (copier, fax, scanner)

    •Ability to obtain or maintain Public Trust security clearance

    Essential Duties and Responsibilities:
    - Work with enterprise partners to develop solution concepts.
    - Identify applicable stored data to be retrieved or created, and allocate them to appropriate existing or new systems.
    - Identify interfaces to new data stores and be able to allocate logical data types to those interfaces.
    - Account for performance impacts and other engineering considerations (e.g., security, data locality, etc.) as part of creating feasible solution concepts.
    - Support enterprise partners in the identification of IT dependencies.
    - Conduct research to support the planning for and development of the new versions of IRS web applications.
    - Provide support for the adoption and implementation of new technologies into the IRS Web Apps environment.

    Minimum Requirements:
    - Typically requires a minimum of 5 years of related experience with a Bachelor's degree; or 3 years and a Master's degree; or a PhD without experience; or equivalent work experience.
    - Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors.
    - Demonstrates good judgement in selecting methods and techniques for obtaining solutions.
    - Networks with senior internal and external personnel in own area of expertise.
