    Job Description Summary

    The Project Director oversees activity for the New York Medicaid Choice (NYMC) project and provides leadership to a team of Call Center, Outreach and operation support staff totaling over 300 FTE's. The position is highly visible and interfaces with the Department of Health, counties, managed care organizations, community based organizations and other program stakeholders. The Project Director works closely with the Department of Health (DOH) and is responsible for hosting meetings with the DOH to update on any operation issues, policy changes or programmatic changes, as directed by the DOH. The Project Director ensures that the project is delivered to specifications, on time and within budget. This position is responsible for developing innovative methodologies, techniques and criteria for projects and facilitating the tracking and resolution of issues impacting projects.

     

    Required Education: Bachelor's degree

    Preferred Education: Master’s degree in public health, public administration, public policy or health administration

    Required Experience: 7+ years of Health and Human services project management experience focusing on NYS Medicaid services; experience must include management of large call centers, field operations and quality

    Required Skills: proven leadership ability; proven ability to work with community groups; ability to effectively manage large-scale projects; demonstrated excellent organizational, interpersonal, written, and verbal communication skills; ability to perform comfortably in a fast-paced, deadline-oriented work environment; ability to successfully execute many complex tasks simultaneously; ability to work as a team member, as well as independently; ability to effectively use MS Office products; advanced knowledge of workflows and project mapping

    Travel: Some travel required

    Licensure: Project Management Professional (PMP) Certification preferred

    JOB RESPONSIBILITIES

    • Plans, organizes, and directs the activities of program staff to ensure compliance to contract requirements and operational goals; overseeing all work processes, making revisions, and developing protocols, as necessary
    • Ensures that MAXIMUS is in compliance with all applicable requirements of the contract, state and federal regulations, and the terms and conditions of the RFP and proposal
    • Responsible for management and oversight of project business units and resources, ensuring compliance with all Service Level Agreements (SLAs) and key performance indicators (KPIs)
    • Ensures all enrollment services are effectively and efficiently delivered throughout New York State
    • Oversees quality control and implements any necessary corrective actions to ensure consistent application of all laws, regulations, policies, and procedures pertinent to the program
    • Assist with issues and risk management, and participates in mitigation and contingency actions to address risks
    • Works alongside project professionals and / or consultants to achieve dispute resolution
    • Identify any potential problem areas, recommend solutions, and work closely and cooperatively with the client to resolve issues quickly and fairly
    • Oversees matters related to the Fair Hearing process, taking a leadership and hands-on role as needed
    • Analyze daily, weekly, and monthly reports for performance measurement and efficiencies
    • Assist in the creation and implementation of innovative methodologies, process improvements, and corrective action plans to continually streamline and improve project operations, outcomes, and quality
    • Develop, modify and execute project policies, ensuring all project team members are in compliance
    • Supervises and manages project staff, assigns and directs activities
    • Develops performance goals and objectives for the project and staff, and monitors the achievement of those goals
    • Supports a diverse workforce and identifies and develops successors for direct reports
    • Creates and sustains an environment that motivates high performance, recognize and reward excellence of individuals and teams 
    • Promotes MAXIMUS in a positive and professional manner at all times
    • Establishes and maintains relationships with SDOH, Statewide LDSS offices and affiliated agencies, Community Based Organizations, providers and health plans, to ensure the flow of information on a regular and ongoing basis
    • Participates in regular client meetings
    • Develops trust, credibility and strong client relations
    • Assures that all appropriate costs are included in quarterly forecasts and are billed to the State in a timely manner, and that the project meets its financial goals
    • Works with the Executive Leadership to develop and maintain project budgets and forecasts
    • Meets all standards established for this position as outlined in the corresponding annual performance criteria and bonus template for this position
    • Performs other duties as may be assigned by Management
